Why is "Closing Trades Only" restriction on Moonpig

Please clarify why Moonpig is only able to trade a closing positon?  

A SELL position is restricted?

Moonpig is only available on a non-leveraged (share dealing) account at the moment due to high broker margin. We have a regulatory requirement on how much capital we can hold at each of our brokers. Shares which are identified to be close to breaching our risk parameters are automatically flagged to non-leverage only until our margin requirement returns to acceptable levels.
