Decentralization is relatively subjective. Some believe ethereum isn't decentralized because so much prominence is given to Vitalik and the core team, others argue bitcoin is centralised with events like the New York Agreement, the core dev team and Chinese miners, and arguably Stellar can be seen in the same light.

 

Of the 103 Bn XLM in total supply 85 Bn is held by the stellar.org organisation, and with there only being about 20 people in the team it can be seen as centralized. On the other hand, from a technological point of view, you could have a stronger argument for decentralization given node distribution.
