Say you are looking to buy 100 shares in a particular company, but only 60 trade at that exact price. This would record as a 'partial fill' with the remainder still 'on the book' waiting for the price to come back to that level to fill the rest. Put simply, there is insufficient shares at that exact price at that time to complete the full trade.
