Order being rejected (UK)

I'm trying to amend an order (lower) that I placed this morning but it keeps being rejected could you tell me why this is please? I can't cancel it either the same thing happens.

Hi I have just applied for a joint account (3 weeks ago) it's not been setup but can anyone tell me how long it takes to get confirmation through that its setup and also how will I know? Do I get an email or does it just appear on my account? Thank you
