Trigger to buy or sell

Question

I see that the shares of a company have many sellers and many buyers with a difference of 1 point. The operations during the day have been very few. The price does not change during the day and during the month. For example, on the chart you do not see movement, the price is the same, few trades and showing good capital. What could be the factor that these shares of this company do not have more movement? When is the trigger for the buyers or sellers to break the point of separation?
