Price fluctuation with no volume?

Hi Community,
I am a beginner trader and was wondering how it was possible to have price fluctuations on no volume levels?
I''m looking at the Oil - Brent Crude (A$1) 1 min chart on Friday 20 May 14:00.
Any comments /thoughts would be much appreciated.
