OPTIONS : Knock out level x4-5 when high volatility

Hello

Can someone explain to me why in OPTIONS the Knock out level is multiplied  by 8 to 10 when high volatility? This seems to discriminate people that want to take advantage of those high level of volatility / momentum as it decreases the amount of bets you can add and therefore decrease the profits you make as more capital is needed and therefore less trades. Is that somewhere in the T&Cs of IG?

In the screen shot you will see that for a trade size of 100 I needed 37K euros to place it while in regular non volatility time this is closer to 4-5k. This was using the lowest Knock out level available.
