I can't find the option to get an API key - I'm logging in from the UK..,.please help?

can't find API key under my account

I'm trying to get my own API key but I can't seem to find it as per IG documentation it says it's here :
To create your live API key:
but under settings I do not have API Keys at all - I've attached a screenshot below.
any help ?
