Using Live Chat

I am really confused about this site. Every time I need going to live chat to ask any question I cant find it while I see this option many times when I dont need it. Can any body tell me how can I simply find the **** "Live chat" when I really need it? I cant understand why this option is not always available very simply  as many other trading sites that you can see the "Live chat" option any time you need to use it.

The chat service is pulled if all hands are needed to answer the phones which is a regular occurrence as for over a year now IG never has enough staff to do the basics.
